Cannot connect to License Mgr database

Hi,
I am new to Syteline, taking over System Administration on a troubled system. My problem is with users not being able to login after about 40 users get on the system. If I reboot my database server and run Crash Recovery, everything works good until about 40 users log in again. The ones that get in have no trouble, but anyone else gets an error message "Could not connect to server for database e:\Sytedb\symlic, errno 0 (1432). We then get an error on the database server _mprosrv.exe - The application failed to initialize properly (0xc000001432). It seems like the problems lies with the License Manager database, but I am not sure.
Has anyone encountered this or know how to resolve.
I had a consultant tell me I need to adjust my Progress startup parameters, but this didn't seem to help.
Any ideas would be greatly appreciated.
