Progress v9 enter key problem

Our customers are running v9.0 - v9.1c progress and we are experiencing some enter key issues on the key pad only. It appears to be only happening on customers that have upgraded their progress version. However, we export the data from the old databse and do a clean install and import into the new database. We install the client networking onto the server and not on the workstations. When I run the mkprokey.exe I am getting the correct character returned (13). I have also tried to create a prokey32.txt file, and tried to add the SESSION:DATA-ENTRY-RETURN = YES. to my program, but non of this fixes the problem. Does anyone have any suggestions, I am at a complete loss.
