You question is IMHO way to generic as to get a meaningful answer. One needs to diagnose performance bottlenecks in the first place to develop a performance tuning strategy. Performance tuning is no magic button - it's an iterative process, taking measures step by step - introducing a change after the other.

If you have a specific performance bottleneck then we might be able to help you. Otherwise I would recommend you to take a Progress DBA training to understand how the Progress RDBMS works and what you can tune to enable it to do its work in a better way.

You might also try asking about such things in the "Database Admin" forum rather than "Dataservers and ODBC".
