Service confusion

I am following some instructions I found on how to connect to a service, however I do not understand the following instruction:
start the Progress Explorer Tool connect to “localhost” in (domain\username and password or just hit OK).
I do not understand the connect to instruction. Howdo I connect ???

if your adminserver runs locally then do as it says, just connect and log in with your username. (make service localhost, right mouse, connect)
Otherwise, log in at the correct server, with the correct portnumber (if different from 20931: tab advanced) and the user credentials where the adminserver was started with (eg: root).
