Progress Errors 437 and 1156

After much difficulty over the last two days with our Progress server, I am now receiving the following message when try to connect the client:

Disconnected from server because database name was incorrect (437)

I've reviewed the recommendations from the Progress site...port is available (used the netstat command), database name is correct, database is started.

In the database log, I get the following error:

BROKER could not fork a server process. (1156)

Any ideas would be appreciated.
