[Stackoverflow] [Progress OpenEdge ABL] Progress 4GL Time

I have String time in millisecond is 17785081 if I convert it in progress 4GL with string(17785081,"HH:MM:SS") function, it become 02:29:48. please help me how to convert millisecond in java with same result (17785081 to 02:29:48)
