i have few question on .lic file(licence file)

Version of Progress?

If you are referring to the dbname.srt file that can be optionally used with index rebuild it is 1) not required and 2) is used to specify where you would like index rebuild to allocate temporary files for sorting. It is useful if you do not have sufficient disk space on the -T filesystem and need to spread the disk utilization around.

There is no utility to update the .lic file. If there was then Progress had no chance to blame you for violating the license agreement you have with them.

Basically it contains information how many processes have been connected to a database and this information might be used by a consultant from Progress to try find out whether you are violating the license agreement.
