reading file owner on the file system

We know that system-handle file-info allows you to read attributes of files on the operating system.
Owner is not one of those attributes.
Does anyone know a good way to read this attribute ?

There is no file-info attribute to read the owner of the file, however OS-COMMAND seems to be a good option.
