Is typing the proutil command, for each and every database, the only way to turn on VST's?

Is it possible to dump and deploy these hidden tables to our customer's without having to run the proutil command everytime their DB is updated?

Sorry, should have included...

...that we are using Progress V8.3x. Releases are made from RoundTable and installed with _update.w and M/S InstallShield on Windows NT servers. But we found that we need to run the proutil command to enable the VST's before compiling programs.

Is it possible to deploy the schema update with the VST's enabled?
