Doubts about notions of progress and licenses

Good morning, I have some doubts about notions of progress and licenses.

You can use only the Progress 4GL language with other databases (MS SQL, MySQL, Firebird) without having to buy the license Workgroup RDBMS progress?

If would be possible I suppose that would be for ODBC connection, if possible that would need to buy client alone?
Let me explain better
Implementation would be developed with OE Studio but then the client would only need a client license?
Or this scenario is not possible?

Not possible. To access those other databases you need a DataServer license.
