Where can I find the meaning of following code

I want to find a document to introduce the code just like the bold font.

In the menu of your Progress Client (Editor or AppBuilder for instance) choose Help and then Messages. A dialog opens that allows you to enter the numbers and a semi-brief explanation of the message will be given.

Sorry, I would not know, I never looked that deep to be honest (simply because I haven't had a reason to). Best guess is they are located in a file somewhere because I doubt Progress will copy the messages into each new database (let alone update these when you upgrade to a new version). To find that out I guess you will either have to see if someone else knows that bit OR search through your Progress install directory...
 
There is a file called promsgs in the DLC directory which contains all the details in an unformatted way.

You could always play around with procedure GetMessageDescription in prohelp/msgs.i (DLC/src/prohelp.pl) to create your own program.
