when to dump and load

In chapter 19 of Dan Foreman's Progress Performance Tuning Guide he talks about looking at the Scatter Factor to determine if you should do a dump and load. He lists his "personal standard" of Scatter Factor range (1-4+) for large tables. What is considered a large table?

We're using v9.0b. Can individual tables be dumped/loaded, or would we need to do all of them? Any advantages one way or the other?
