A high water mark is the highest level that that metric has been at since the last DB restart. So in the case of database blocks.
Total number of database blocks: 1417
That's how many are available.
Database blocks high water mark: 1375
That's how many were in use at the point of the highest usage.
I would suggest you attend some training or hire a consultant. Your issues are a lot more fundamental than can be covered on this forum.
