There isn't a site that I know of, though it would be useful. The programming handbook will cover most of the basic concepts.

Keep your eye on the peg (www.peg.com), as certain questions come up repeatedly.

i would recommend getting any sql slash database getting started books. same concepts different syntax. well, mostly, progress is easier
something like learning sql or something with demistify or for dummies (they're actually pretty good) in the title
that'll cover not just transactions and locking but also normalization, primary/foreign keys and all the terms and concepts we speak
