I have never used the parts renumbering utility.
If it actually changes the part number then you might want to consider archives and reloads.
If you archive data from MFG/Pro that contains part numbers and you need to reload after using the utility you will have problems linking information together by part number.
This would effect finance, sales, purchasing and manufacturing. (and probably more but that is all I use).
Also, if the utility doesn't go through transaction history you might not be able to get the history of a particular part prior to renumbering.
