What version of Progress are you using ? And what version of windows.

Did you perform a netsetup or a local setup of Progress ?

I have found 1 solution for you in the Progress Knowledge base. The problem can be caused by using a wrong VM or no VM at all. Hope this helps.

Symptoms:
Starting Progress Explorer fails with an error message.
MMC could not create the snap-in. The snap-in might not have been installed correctly.
Microsoft's JVM is not installed.

Facts:
OpenEdge 10.1C
Windows Vista Business

Cause:
Sun's JVM (version 6, update 5) is installed before Progress was installed.

Fixes:
Install and use Microsoft's JVM.

We provide the setup file for this JVM: %DLC%\bin\3party\msjavx86.exe
