Progress Executable 8.3E/Oracle 8.1.7/Quantum 2.1.4

I have been trying to create a progess executable using Progress 8.3E and Oracle 8.1.7 linking into Vertex or Quantum 2.1.4. I can get the progess executable create but when I try to connect to the Oracle Database where the Quantum resists it fails. Has anyone used Quantum and could maybe give some ideas of what may be failing. Maybe the executable is not being created correctly with the Oracle or would the executable not be created if the Oracle wasn;t linking correctly?
