Progress 9.1E setup.exe won't run

I have a new site where progress setup.exe will not run. It is running Windows 2003 server R2 SP2 and is a backup domain controller.
I am logged in as local admin.
DEP and memory is set correctly.

NAV was running on this machine and I shut it off and the server was bounced. I was then able to install Progress. When I tried to install the patch 9.1E04 the same thing happened. The patch would not run no responce from the install file.

We talked to progress they are stumped.

I know progress does not recomend installing progress on a backup domain controller but this particular customer wants to do this.

Does anybody have the any idea.

I have experienced the same issue on a few systems. In one case, we had to run it in Safe Mode to apply the 04 patch to 9.1E.

However, that's not much of an option when doing a license update. This shouldn't be this difficult.
