phantom -question

dear friends
as i know (please tell me if i am wrong)
there is a trade-off in using local / global phantom

while using - local phantom
mrp explodes the phantom even if the work order is planned or firmed , but ignores inventory available.

while using - global phantom
mrp take into considaration available inventory of the phantom
but does not recomend for the phantom componnet until the work order released, till then it recomends for the phantom it self.

please some one can tell me who to combine between the ways.
i would like mrp to explode the phantom to its component in all statuses ,
and in same time to take into calculation every available inventory.
