Incremental backups are same size as full - OpenEdge 10.0b

We are running a database on OpenEdge 10.0b and we are having an issue where everytime we run an incremental backup it is the same size as the full. Anyone have any idea where we could look to fix this issue? We have tried looking into the _mstrblk_ and even the vst _block info but have not had much luck there.

- try upgrade to 10.1C04
- or KB #P6572 (wrong -io or consider possible overflow of master block backup counter - so old blocks have larger counter than current backup counter in master block - I don't think such overflow is possible except buggy hardware / bugs in 10.0B / manual modification - in such case dump and reload should help)
- or use AI in place of incremental backups
- or maybe some programs change great amount of data (it would be really strange, but...)
- or KB #P128086 (although it's v9 it may apply to this case)

SYMPTOM(s):

Size of the online incremental backup file is merely a bit smaller
than the file of a full backup


Online incremental backup has been taken almost immediately after the
online full backup


No activity on the database


FACT(s) (Environment):

All Supported Operating Systems
Progress 9.x

CAUSE:

Online incremental backups include the BI file. That means if the BI
file is large, the incremental backup will be as well.

FIX:

Make sure the BI file stays reasonably sized
