Actuate e.Report Designer

First off I am real new to Actuate. I am trying to create a report showing Actual and Budget Dollars for account combinations for a certain period and year. I was able to get the dollars to show up but only if the account comb's existed for both actual and budget. Therefore, if my actual $ are zero but my budget $ are not then that account comb doesn't show.

Would appreciate any help or examples.
