Load Collation Table without developer license?

I need different collation table then these in Progress\prolang\ *.db
I have Provision 9.1b (Win).
My client has Workgroup DB 9.1A (Unix).
Progress cannot load collation table remotely (Client - Server).
Server Locally: Data Administration - Load Definitions - Load Data Definition is disabled with Workgroup DB license only.

Do I need to buy Developer license for every client with different OS (server) ???
