integrating pictures with transaction entry

I am developing laundry system. when the user goes to pick the laundry. Some times there are defects in the clothes. This has to be captured on the spot by clicking a button and capturing the image. This image has to be attached with the transaction.

Has anyone any idea of the program available to do this.
I am using windows-based 10" tablet to enter transactions.
any help will be highly appreciated.
