how "if not can-find" works?

i am new to progress want to know how if not can-find works.

if not can-find(first table_det where table_domain = global_domain and table_nbr = table2_mstr.table2_nbr and table_site >= site and table_site <= site1) and can-find(first table_det where table_domain = global_domain and table_nbr = table2_mstr.table2_nbr) then next.

this can be taken as example.
