It seems to be a permission issue with IIS.
Check that the IUSR account has the read and execute permissions to all the files in the Progress installation directory.

There could be many causes (permission on _sqlsrv2, wrong JDK version, permission on the db files, ...).
Check the Progress web site. P5893 may also be useful.

That may explain why it fails with Outlook 97.
