What information contains in <dbname>.lic file

Don't know what the columns mean in detail - but it contains user counts connected to the database. You can delete it without doing any harm. It will get created automatically again.

It's intended usage is for Progress to find out whether their customers violate their license agreement. Therefore, if you face an audit by a Progress consultant trying to prove that you are violating the license agreement, it could be a good a idea to delete it.
