I haven't run into any cases where the db user ID was different from the session user Id - yet. However, if I was tracking changes made by a user, I'd want to know who the user was as opposed to the ID of the db connection. If there's cases where the db user Id doesn't match the session user Id, then I'd say the session user ID would be the one to track.
