Lock counts all zero? (_ActLock)

We use Progress 9.1D07 on Solaris 8.

The _ActLock VST always has zero values for all fields ... excepting only _Lock-Trans and the two new V9 fields _Lock-ExclFind and _Lock-ShrFind.

I presume this is a bug. Or ... do I have to do something to "activate" lock statistics?
