Gst/pst

I am in the process of setting up a Canadian site and not familiar with how the GST/PST works for customer orders. I have the item tax codes set up with GST and no PST but some customers have to pay PST. The customer order tax seems to be calculated based on the item tax. Is there a way to override this? Any help would be greatly appreciated.
