Get the Shortcut's target

Just wondering if anyone knows of a way of establishing what the Target was of the shortcut that was used to start a Progress application?

For example I have a shortcut pointing at

C:\Dlcv9\bin\prowin32.exe -p TaskReport.w -pf s:\pfs\rtb_core.pf

Is it possible for TaskReport.w to establish that command line?

(This is a poor example as it's still pointing at 9.1E... we'd be wanting to do this in version 10.1C on Windows)
