Please help me guys how to convert databases.

You can either dump and load the database or you can upgrade it using the proutil conv910 qualifier. Both are covered in the Database Administration manual.

Which is the easy way sir rob?..
actually we'd done already the dump and load process. But we are receiving so much errors sir, such as insufficient privileges for this table?

Please be specific about what you have done and exactly which errors you are seeing.
As I replied to you on Facebook we need to know a little detail about what you are trying. The following info will help:
1) Old OS and hardware
2) New OS and hardware (are they the same?)
3) What steps have you taken?
4) What errors are you getting? And at what point?
In order to move from v9 to v10 the only command you need is the proutil conv1011 command as described variously in the knowledgebase. BUT if you are migrating OS then you may find a dump and load is needed, and if you are moving to Type II storage (which you should be) then you will also need to do some structure changes - a dump and load is probably easiest.
That being said, without knowing what you are doing we can't help much.
