Create config files with loadFromRemoteSources enabled="true" at installation time

This would allow assemblies.xml file to be found on network locations and avoid error error "not a valid assembly" as described in knowledge base article 47939 "Trying to add a .Net assembly .dll to assemblies.xml fails if the project is on a network shared drive."
